Here is how to export and import sharepoint site using stsadm tools.
stsadm tools is quite famous for sharepoint.
You can configure sharepoint site on UI but stsadm still need to administrate your site.

See below. Hope this help

STSADM -o export -url <url> -filename <filename> -includeusersecurity -versions 4

STSADM -o import -url <url> -filename <filename> -includeusersecurity
